The purpose of the Capital Improvement Project (CIP) is to provide the Board of Supervisors and the public with a comprehensive document which lists new construction and or major maintenance to County infrastructure such as:  buildings, roads and bridges, major equipment, and large software acquisitions and enhancements.  A capital project is defined as:

•  Non-recurring

•  Cost in excess of $100,000

•  Estimated useful life of 5-years or more

•  Implemented or planned to be implemented at some point within the next five Fiscal Years

The CIP is a strategic planning tool, which focuses on County-owned infrastructure under the control of the Board of Supervisors.  The CIP summarizes the County’s overall capital projects and associated funding during a five-year period.  The CIP is not a budget document but rather a planning tool to be used in the budget process. 

Annually, County departments submit capital project worksheets to the Public Works Department. The worksheets, among other information, identify the projects scope, budget, existing and anticipated revenues.  Inclusion in the CIP does not mean that a project has been approved for implementation and funding, but it does provide reference information to facilitate decision-making.

The following criteria is used in developing and determining recommended priorities for CIP projects:

• Maximize use of Federal and State Funds

• Provide Safety Improvements

• Maintain Existing Facilities

• Provide Operation Improvements (not involving roadway improvements)

• Increase Capacity by means of Roadway Improvements

This year's CIP is a $1.022 billion dollar program. Federal and State funds are the primary source of funds, supplemented by other local funds including local grant funds, Road funds, and developer fees. The Departments' budget approach is to leverage available local funds to serve as matching funds for State and Federal grants thereby maximizing total revenues for County capital projects.

California State Law requires Cities and Counties follow their General Plans when carrying out Public Work Projects. On March 31, 2010, the Monterey County Planning Commission found the CIP to be in conformance with the Monterey County General Plan. On April 20, 2010 the Monterey County Board of Supervisors approved the Public Works Department Five-Year CIP Update for FY 2010-2011.
